The Safety Manual is right there. The goblins had concerns. The damage radius was, in hindsight, a conversation worth having before the spell was cast. Nobody had that conversation. The Wizard had a cupcake, a d20, and a point to prove.
Fireball is a 20-foot radius sphere of destruction that does not check the square footage before detonating. Neither does the Wizard who cast it. The room was within range. The goblins were within range. The safety documentation was definitely within range. These are details for after the initiative order.
For the players who cast first and calculate collateral damage later, the DMs who have watched a Fireball go catastrophically wrong in an enclosed space, and everyone who has ever committed fully to a decision before gathering all the relevant information. The spell was technically correct. Everything else is a footnote.
